A Progress Wheel.

Progress Wheels are the elements placed at the end of every puzzle in The Talos Principle 2.

When the player reaches it and activates it, a Progress Spark is freed and flies towards the area's Progress Gate. The number of blue lights around the wheel is a reminder of your progress in the area.

A miniature of the area's tower also comes out.
